GI Joe Mutt Action Figure
Released in 1984 was the Mutt action figure for the GI Joe Real American Hero toy line of Hasbro. Mutt came with a dog figure named Junkyard. Also included with the toy was a rubber leash for Junkyard, a face mask for Mutt, an Ingram submachine gun, a stick like accessory (whose purpose I don't understand) and a helmet.
According to the filecard that came with the figure, his designation in the GI Joe team, was as a Dog Handler (K-9)
As part of the 1984 line of GI Joe Real American Hero Figures, Mutt's head cannot tilt upwards, but can only turn left or right.

Large glove on the left hand. I think to mimic the large padded gloves that dog handlers usually wear to help them train their dogs.
